„This is governance and not self-governance” – a number of functions were passed to the self-governance, though it fails to form a policy. It is devoid of sufficient human, financial resources and necessary competences. It depends on the center and a number of issues, finally leading to failure of their settlement – this was the position of the First Deputy Governor of Ozurgeti Municipality.
What must be done by the Municipality in order not to lead the system of petitions to the deadlock? Necessity of accomplishment the regulation of the Municipal Assembly and correct application of the power – main recommendations by the project implementing organization were related to these issues.
Their working day usually starts earlier. Before the sunrise they take care of the city with fuss and quickness. They are the employees of Batumi Sanitary Service, having a daily meeting with a number of people, some of which have a cynical attitude towards their work, though they have express aggression towards them, on the contrary, they love their job and try to make other love cleanness of the city. Despite of cleaning the city and rather hard working schedule, the yard keepers found time for attending the trainings.
As written in the official letter submitted to the Institute of Democracy by the Municipal Assembly at the current stage for implementing the issues named in the petitions the projects are being prepared, in order to reflect the sums for funding each petition in the next year budget. According to their information, a working group is formed in the Municipality, reviewing the petitions referred by the population.

The project “Strengthening of Former Inmates” is being implemented by the Institute of Democracy together with partner organizations in Imereti, Samegrelo-Upper Svaneti, Guria and Ajara regions.
„It is political issue, if you refuse, one will note vote for you” – noted Deputy Chairman of Municipal Assembly in relation to referred petitions. Within the frame of the project “Petition – People’s Voice in the Self-Governance”, five petitions were referred to Khelvachauri Municipal Assembly on actual problems named by the population, out of which all five issues were considered as eligible by the Municipality.
On December 14, of previous year in the frame of the Institute of Democracy project “Petition – People’s Voice in the Self-Governance”, on the basis of the problems identified as the results of the meeting with the population in Martvili Municipality three petitions were submitted to Municipal Assembly, though none of the referred petitions have been reviewed up to now.
The parties also talked in relation to the petition procedures in the regulation of the Municipal Assembly and the activities to be carried out from this viewpoint
In the frame of the project “Petition – People’s Voice in the Self-Governance” the representatives of the Institute of Democracy hold a meeting with the representatives of Khulo, Keda and Shuakhevi Municipality Assemblies.
